Visitors having a Persons of Indian Origin Card do not need a visa to enter India unless they are citizens of Afghanistan, Bangladesh, China, Nepal, Pakistan, or Sri Lanka.  India plans to grant the Tourist Visa on arrival (TVoA) to 180 countries eventually but currently citizens from Cambodia, Finland, Indonesia, Japan, Laos, Luxembourg, Myanmar, New Zealand, Philippines, Singapore, South Korea, and Vietnam can get the TVoA, provided they are not of Bangladeshi or Pakistani origin.
